Outstanding Athletes in each division are selected by an independent panel appointed prior to the start of the competition. Decisions are made based on performances achieved during the meet as they compare to other Regional & National performances in the same division. Relay performances are given no more weight than individual performances and may be considered during the selection process. All decisions of the selection panel are final and cannot be appealed.
